Shirley is a quiet McLean County village situated along the 1926-1977 alignment of Route 66. Settled in the 1850s and platted in 1866 by John M. Foster, Shirley grew up around the Illinois Central Railroad - an origin story that lives on today through the Constitution Trail.
Opened in 1989 to commemorate the 200th anniversary of the U.S. Constitution, the Constitution Trail follows the path of the former Illinois Central Railroad, stretching roughly 50 miles from Funks Grove Maple Sirup Farm to Chenoa.
